Sounds like both you and OP's board may have IPMI. And it's taking the DHCP lease from the modem before pfSense has even booted. In my case I have a 4 port onboard NIC plus a dedicated IPMI port.

With pfSense you do not install pkgs (well it it isn't recommended). Maybe someone else, who is actually familiar with setting up a DHCP server service, could suggest what is wrongly set or missing.
